What it really does

The Mind proposes a rule with a budget, a market-cap level, a per-run size, a max number of runs and a cooldown. Code checks it against the treasury (at most 60% reserved across programs), reserves the budget up front, and fires it on each cycle when the condition is true.

Hard limits

Budget is reserved at creation; a rule can never spend more than it reserved.

Max 60% of the treasury reserved across all open programs.

Each run respects its cooldown and the 0.5 SOL per-action cap.
